 Annual Meeting Minutes – April 21, 2003 – 8:00 PM

Notice for the meeting was posted at the dump, both town halls, the Leon-Saxeville Library, mailed to and published in the Waushara Argus and posted on the Town’s web site.

Chairman Elwyn Christensen called the meeting to order at 8:00 PM.  All officers, 16 voters and two visitors were present.  The pledge of allegiance followed.

The Clerk’s report of the minutes from the meeting on April 15, 2002 was read.  Motioned by Len Brasch, seconded by Tom Catlin to accept the minutes as read.  Voice vote, all in favor, motion carried.

The Treasurer’s report from 2002 was studied.  Motioned by Yvonne Feavel, seconded by Len Brasch to accept the report as printed.  Voice vote, all in favor, motion carried.

OLD BUSINESS

  1. Fire Siren – Sirens for the town were discussed. The one that had been operating didn’t reach very far. About seven sirens, at a cost of $15-$20,000 each, would be needed to adequately cover the Saxeville area.  No action was taken on the matter.
  2. Land Use Planning Committee – The Town Board hasn’t made any decisions on the plan.  Ed Kleckner from the East Central Planning Commission offered his assistance when the Board is ready.
  3. Old Town Hall – Fire Chief, Tim Jenks, spoke about the Fire Department preserving the old hall and using it for office space, meeting room and classroom training.  It was motioned by Len Brasch and seconded by Tom Catlin to donate the old town hall to the Saxeville/Springwater Fire Department, with a first option by the Town for a $1.00 buy-back if the Fire Department no longer wishes to retain ownership of the building.  Voice vote, all in favor, motion carried.
  4. Road Work Completed in 2002 – Seal coat part of 28th, double seal coat Apache Ct, black top and culverts on Portage Rd, fixed intersections north and south of Sawdust City Bar and on North Long Lake Rd, cut brush and filled cracks in numerous spots, abutments were removed and steel railings installed on bridge on 29th.
  5. New Town Hall - was rented out 10 times in 2002.  The facilities are adequate for many types of events.  Renters now sign a contract for the rental.
  6. Boat Landing – Much was spent on its repair. Faulks Bros was hired to dig out the junk on the bottom, holes from power boats were filled with new gravel and covered with sturdy planks.
  7. Reassessment – It will probably be scheduled in a couple years.  Some land is now going for $3-$4,000 per acre.  It is the large sales that send the assessment figures out of whack. 
  8. There was no other old business.

NEW BUSINESS

Chairman Wally Petersen thanked out-going chairman Elwyn Christensen for his years of service to the Town of Saxeville.  Wally chaired the remainder of the meeting.

  1. Library – Valerie Husom reported for the Library.  Computer usage has tripled, circulation and inter-library loans are up and volunteers installed new shelving.  Two new computers and a laser printer were received from the Bill Gates Foundation.   Families are enjoying Movie Nights that are being held about once per month. 
  2. Fire Contracts – Fire contracts for Saxeville/Springwater ($30,363.22) and PoySippi ($8,825.02) were to be signed by the board. Fire Chief Tim Jenks reported for Saxeville/Springwater Fire Dept: 75 calls were made last year. First responders are available that respond with a personal vehicle and a department vehicle. Last spring a used tanker was purchased for $100,000. The new addition on the station is almost complete.  The cadet program for 14-18 year olds is running well.  Ice rescue equipment was purchased with memorial monies.  Grants were received for gas detection equipment, turn out gear, air packs and safety equipment.
  3. Road Work Scheduled for 2003 – black top on Clark’s Mill Rd north of Sawdust City Bar and seal coat on East Long Lake Rd. Lights at Clark’s Mill dam were discussed; there is no use for them there now.  Motioned by Elwyn Christensen, seconded by Karen Hansen to check into discontinuing use of the lights at Clark’s Mill Dam, since that is a county road, not a town road.  Voice vote, all in favor, motion carried.  Elwyn Christensen mentioned that the mower is getting wrecked.  The suggestion was to hire the mowing done is a couple years. 
  4. Part-time Employees – It was decided to raise the rate for some part-time town jobs to $15.00 per hour, at the Board’s discretion.
  5. There was no other new business.

The next annual meeting was set for Monday, April 19, 2004, 8PM at the town hall.

Motioned by Elwyn Christensen and seconded by Len Brasch to adjourn the meeting at 9:40 PM.  Voice vote, all in favor, motion carried.
