TOWN OF SAXEVILLE, WAUSHARA COUNTY, WISCONSIN  11/16/2009

 

PUBLIC HEARING – TOWN OF SAXEVILLE COMPREHENSIVE PLAN

In October, 2009 a Plan Committee was appointed and approved by the Town Board: Len Brasch, Ruth Penterman, Jason Timm, Ken Hansen and Bob Magdanz, with Wally Petersen as alternate.   The Plan is ready to be adopted.  It will contain guidelines and suggestions for implementation.  A motion was made and seconded to adopt the plan with a few minor changes.  Voice vote, all in favor, motion carried.  A motion was made and seconded to close the public hearing on the Town of Saxeville Comprehensive Plan.  Voice vote, all in favor, motion carried.

 

PUBLIC HEARING – 2010 PROPOSED BUDGET

The public hearing on the 2010 proposed budget opened with several questions on budget items.  Lights in Saxeville were a concern.  Perhaps a more economical product could be tried.  Wally Petersen informed the group that we have a street light tariff, so we have to pay whatever the light company suggests.  The $31,600 for revaluation was talked about.  The Clerk had recently received official notification of need for a revaluation in 2010.  Maintenance at the dump was discussed.  Brush needs to be pushed together and burned; the plan is to get at it early this year.  Perhaps a new area for dumping will be readied.  New signage may encourage dumping in the proper places.  The hearing on the 2010 proposed budget was closed.

 

SPECIAL TOWN MEETING – ADOPT 2009 TOWN TAX LEVY - $217,229.55

Chairman Timm called the special town meeting to order.  Motioned by Wally Petersen, seconded by Ken Hansen to adopt the town tax levy of $217,229.55.  Voice vote, all in favor, motion carried.  The special town meeting was closed.   

 

TOWN BOARD MEETING

Notice for the meeting was posted at the dump, the town hall, the Leon-Saxeville Library, the Saxeville Post Office, published in the Waushara Argus and on the Town’s web site. All officers were present. There were several visitors. Chairman Timm called the meeting to order. The Pledge of Allegiance was spoken.

 

THE CLERK’S REPORT of the meeting minutes from October 19, 2009 was read. There was one correction: Len Brasch is a regular member of the Plan Commission and Wally Petersen is an alternate. Motioned by Supervisor Lind, seconded by Supervisor Purvis to accept the minutes as corrected.  Voice vote, all in favor, motion carried.

 

THE TREASURER’S REPORT from October 2009 was read.  Motioned by Supervisor Purvis, seconded by Supervisor Lind to accept the report as read.  Voice vote, all in favor, motion carried.

UNFINISHED BUSINESS

1.      Waushara County Deputy – no report.

2.      Smart Growth Land Use Plan – Motioned by Chairman Timm seconded by Supervisor Purvis to adopt Ordinance #2009-A, which adopts the Comprehensive Plan for the Town of Saxeville.  Voice vote, all in favor, motion carried. Chairman Timm signed the ordinance as witnessed by the Clerk. 

3.      Roads – some work has been completed on the WISLAR road computer program.  Dead dear were removed from roads.  Logs in ditches need blocking.  The Board will meet with Scott Herling to discuss brushing on town roads.  The Board is considering purchasing a gas saw for brushwork.  The cost would be @ $600.  Motioned by Supervisor Purvis, seconded by Supervisor Lind to hire Mark Carlovsky to survey the area at 1st, 2nd and Mallas Streets.  Voice vote, all in favor, motion carried. Brian Glatz fixed the sander.  It’s ready for winter work.

4.      Town Hall Rentals – There are reservations for the church, mealsite, a Christmas party, the food pantry and several tax collection days.

NEW BUSINESS

  1. Saxeville Players – as represented by Len Brasch and Don Andersen requested use of the town hall for rehearsals and a 2010 production.  There was a lengthy discussion about other events scheduled at some of the same times and the space needed and items stored at the hall for those special rental times.  Motioned by Supervisor Lind, seconded by Supervisor Purvis to approve the use of the hall by the Saxeville Players for 2010 theater productions.  All groups will need to consider each other when setting dates and storing items at the hall.  Voice vote, all in favor, motion carried.
  2. Oak Street – The road will again be closed off for the winter.  It is a safety issue.  Information signs will be erected on both ends of the road.
  3. Public Access  - The dock was removed for the winter.  It needs some repairs and extra supports for reusing next spring.
  4. Town Hall – Supervisor Purvis did not receive keys for the office.  Those storing items in the office will be asked to remove them, so the room can actually be used for office space.  The door will be re-keyed. The phone can be moved to the main area.  The drain in the garage needs to be cleaned oftener to prevent the ugly odors.  Men’s urinal needs fixing.
  5. County Supervisor – Wally Petersen retired from the County Board.  Bob Mahoney is his replacement.  Wally will train the Saxeville Board on the LOSA items. 

 

The bills were presented for payment and the Clerk was instructed to pay them.  The next meeting was set for Monday, December 21, 2009 at the town hall. Motioned by Supervisor Lind, seconded by Supervisor Purvis to adjourn the meeting at 9:45 pm. Voice vote, all in favor, motion carried.
