TOWN OF SAXEVILLE, WAUSHARA COUNTY, WISCONSIN

MONTHLY TOWN BOARD MEETING

 

Notice for the meeting was posted at the dump, the town hall, the Leon-Saxeville Library, the Saxeville Post Office, published in the Waushara Argus and on the Town’s web site. All officers were present. There were a few visitors. Chairman Timm called the meeting to order at 8:05 PM. The Pledge of Allegiance was spoken.

 

THE CLERK’S REPORT of the meeting minutes from February 15, 2010 was read. Motioned by Supervisor Lind, seconded by Supervisor Purvis to accept the minutes as read.  Voice vote, all in favor, motion carried.

 

THE TREASURER’S REPORT from February 2010 was read. Motioned by Supervisor Purvis, seconded by Chairman Timm to accept the report as read.  Voice vote, all in favor, motion carried. Karen checked with the phone company concerning some of the “one-time” and other long distance charges. The “one-time” is a charge for low usage and we will try to determine who is making long distance calls.

 

UNFINISHED BUSINESS

1.      Waushara County Deputy – no report.

2.      Roads – The Board toured the roads and put together a plan for spring and summer roadwork.  One of the bigger projects will be about 2.5 miles on 30th Road.  It needs wedging and seal coating.

A few areas need crack filling.  Chairman Timm will contact Scott Construction about the road repair plan. He also will get an estimate for tree limb removal on North Long Lake Road.

3.      Town Hall Rentals – There are three new reservations; April 24, benefit for Sarah Nelson, May 15, baby shower, and May 29, graduation party. 

4.      There was no other old business.

 

NEW BUSINESS

1.      Dave Harris – Mr Harris presented three letters in which he requested: a.) The Town of Saxeville fixes the pier on Long Lake and makes it wheelchair accessible, b.) A full copy of all Town of Saxeville bylaws and rules the Town board members must adhere to as set by the Town of Saxeville forefathers, and c.) A copy of all letters in regard to the plowing of 2nd Street in the Town of

Saxeville that were presented to the Town board on 3/15/08. He also questioned a part of the meeting minutes from 6/9/08, which mention the Murray lawn mower in disrepair and then sold to

Brian Glatz to use for spare parts; why wasn’t the mower put up for public bid? The front axle was broken beyond repair and Brian offered to buy it for parts, which would be usable on another

machine.   Mr Harris asked if the Town was still using the dump truck; if so, why was it sometimes parked at a private residence? The Board explained that the winter supply of road sand is stored at Supervisor Lind’s farm; Mr Lind uses his own equipment for loading the town truck to sand the roads as needed. Dave inquired as to the status of the surveying of 1st, 2nd and 3rd Streets.  He wondered if the entire road would be surveyed or just in front of his.  Chairman Timm responded that the project hasn’t been completed yet, but Mark Carlovsky will be hired for surveying the whole area, as directed by the Board.  Also it appears that Mr Helton has cars parked in the roadway.  The survey will also take care of that issue.

2.      The poll workers presented an Election Day Emergency Contingency Plan – a written supplement, for the contingency plan which is already in place.  It spells out procedures if the building would

need to be evacuated due to a tornado, wind or natural disaster, on an election day. Electrical outages are also addressed.  Motioned by Supervisor Purvis, seconded by Supervisor Lind to accept the emergency contingency plan as presented and to purchase the necessary items (ex: several flashlights) to comply with the plan.  Voice vote, all in favor, motion carried.

3.      The Waushara County Economic Development Corporation presented an opportunity for the Town of Saxeville to join the organization for $100.00.  Its’ mission is to encourage economic development activities that result in job creation and retention, an increased tax base, and an improved quality of life for citizens of Waushara County.  There was a small discussion on the matter.  Motioned by Supervisor Purvis, seconded by Supervisor Lind to decline the invitation from the Development Corporation at this time.  Voice vote, all in favor, motion carried.

4.      Election April 6, 2010 – The Clerk will hire five poll workers.  Although the election includes the four school boards, a county supervisor and a judicial position, the voter turnout is expected to be

low.

5.      County Board Supervisor, Bob Maloney, spoke on several issues on the county level: a.) The county passed a resolution that provides voluntary assistance to and from surrounding counties during natural disasters or disabling incidents beyond each county’s own resources, b.) Linda Manske was appointed to another term for human services, c.) Smoke Free Wisconsin starts 7/5/2010, d.) The Extension office provided “Get Checking” (a financial counseling/foreclosure prevention session, e.) The gypsy moth population has plummeted (there will be no spraying in 2010), f.) There are ground water problems on the west side of the county (lakes, rivers and streams are drying up along I-39), g.) The Saxeville mealsite sign will say Saxeville instead of Wautoma and include the cell phone number of the mealsite manager.  The sign will be placed under the town hall sign, h.) There are two men running for the County Supervisor position for the Town of Saxeville, Larry Timm and Mr Maloney.

6.      The Town Website – It was suggested that the Board receive some other quotes for the web hosting.  The current price is $240.00/year.  The Clerk will wait with paying the bill until more

information is received.

7.      Poy Sippi Fire Dept – Motioned by Supervisor Purvis, seconded by Supervisor Lind to pay the $1000.00 toward the Poy Sippi Fire Department’s LOSA Program.  Voice vote, all in favor, motion carried. 

 

The bills were presented for payment and the Clerk was instructed to pay them.  The next meeting was set for Monday, April 19, 2010 at the town hall. Motioned by Supervisor Purvis, seconded by Supervisor Lind to adjourn the meeting at 9:27 pm. Voice vote, all in favor, motion carried.
